Thing is, US is now a Kakistocracy - backed by corrupt Oligarchic Cartels running all the major industries, with fully captured 'regulators'. In this case, never attribute to malice what was unfortunately utterly predictable as the few remaining railroads cut staffing and safety to the bone, got the rules changed so that hazardous materials are no longer considered hazardous so can be driven through heavily populated areas instead of using a longer route away from vulnerable sites (towns, watersheds etc).
Big pharma controls the FDA, CDC etc.. Imperial policy is being run by the MIC... no one is thinking even medium-term. We are in the last stages of the US empire collapse - which I forsee will happen this year, and surprise the heck out of the vassal states (EU, Oz, SK, SG etc)
Years back, John Michael Greer wrote a novel "Twilight's last gleaming", which was basically about the fall of the US empire as mistakes piled upon mistakes. There were definite hints that as the decline picked up pace, some of the other major countries that had been screwed by the US over the years/decades etc actually worked covertly to destablize the situation even more. Stuff like that would be par for the course... so your hints about hybrid warfare in a sense is not off the mark. BUT, and it's a big but.. when you are dealing with a cornered and injured animal, they can get very desperate and lash out blindly - that is the real risk right now. So no obvious actors will want to have their fingerprints on any such 'industrial' incident right now.. it's too early in the process... most likely they'll come in when US effetes have lost even more control and can dig into the causes of each incident...
That's why I would attribute most of what's happening to just incompetence and deliberate safety non-regulation creating a perfect storm of events. Look, they could use the stupid balloons to distract the news cycle 24/7 for a while... the effetes still think they can play the public as fools for now..
When the entire facade unravels... most likely it's the covid one first - they'll have to come clean about the fact that they poisoned most of their citizens... and then Ukraine goes under, and the effetes go into full panic mode. Wounded animal and all that... it'll be the most dangerous time for all of us then.
