Malone is a spy, and so is that Yan lady people keep referring to all the time. China has a big problem with some forms of endemic hemorrhagic fever diseases. He was pushing bullshit psy ops that China was about to release Ebola or other form of HF as bio weapons. Some of the spooks have been trying to push this for months.
Because it is self-evident, if we ever got widespread infection of any HF, it is a bio attack.
